(1) A person who wants to import, manufacture, sell, distribute or export alcohol shall submit an application to the excise officer in the format as per schedule 1.

(2) In the case of an application made under sub-rule (1), the excise officer may issue a permit as per schedule 2 if he deems necessary after conducting the necessary investigation.
